U.S. Senator Roger Wicker, a Republican from Mississippi and chairman of the Senate Armed Services Committee, addressed the U.S. Senate regarding the ongoing Ukraine peace process. In his speech, Wicker emphasized that any negotiations should not allow Russian President Vladimir Putin to gain through diplomacy what he has failed to achieve militarily.

“Putin should not achieve through negotiation what he has not managed to achieve on the battlefield,” Wicker said.

Wicker highlighted recent escalations by Russia in Ukraine, stating that Putin had launched significant air attacks and shown little genuine interest in peace talks. He contrasted this with efforts by the United States, Ukraine, and European allies to establish a unified negotiating position based on several key principles: maintaining Ukrainian sovereignty over its territory, ensuring that negotiations do not reward aggression, and securing long-term U.S. involvement in Ukraine’s security guarantees.

He further called for continued assistance to Ukrainians defending their country: “In the meantime…the Ukrainian people should be assisted in continuing to fight for their freedom.”

Wicker praised leaders including President Trump and President Zelensky for fostering international consensus around supporting Ukraine: “I commend President Trump, President Zelensky, and European leaders for continuing to come together to reach a consensus.”

The senator also expressed skepticism toward Putin’s intentions: “Vladimir Putin is unrepentant…a dictator with decades of bloodshed on his hands…a war criminal who should be behind bars at this moment.” He warned against trusting Russian assurances during negotiations.

Referencing public opinion data, Wicker noted growing distrust of Putin among Americans: “A November poll found that 70 percent of Americans do not trust Putin to honor any peace agreement with Ukraine.”

Wicker drew parallels between Russian actions in Ukraine and other regimes known for human rights abuses or support for terrorism. He described alleged abductions of Ukrainian children as reminiscent of re-education efforts elsewhere and compared some Russian rhetoric about “liberating” ethnic Russians abroad to justifications used by Adolf Hitler before World War II.

The senator stressed the importance of continued Western support: “Ukrainians will continue fighting against his unprovoked attacks…because their alternative is the extinction of their country. The West needs to stand with them.”

He referenced recent congressional action extending military assistance programs for Ukraine and acknowledged increasing contributions from NATO allies: “Congress overwhelmingly passed and President Donald Trump enthusiastically signed the National Defense Authorization Act…that law extends the Ukraine Security Assistance Initiative.” He added that NATO countries are purchasing equipment from U.S. suppliers for delivery to Ukraine.

Wicker concluded by urging increased military aid focused on air defenses and long-range strike capabilities for Kyiv. He said these measures would demonstrate resolve against further Russian advances.

Senator Wicker has represented Mississippi since 2007 after previously serving in the U.S. House of Representatives and Mississippi State Senate (official website). As chairman of the Senate Armed Services Committee (official website), he leads national defense initiatives including those supporting naval capabilities (official website).
